RX and fill in flash

Hi all,
I do not use flash very often so this may be another boring question. To do fill in flash with the RX and TLA30 and RTF540, is it as simple as the following after framing your subject?

1. turn AE lock lever
2. turn exposure compensation lever to -1.5. (When you turn the exposure compensation lever of the RX after locking the exposure, it is not the exposure that changes, but the amount of light from the flash?).
3. take photo

Could it be that simple? Are there other ways?
